Texas is once again at a crossroads when it comes to hemp policy. Senate Bill 3 (SB3) is currently moving through the Texas Legislature, and if passed, it would significantly restrict — or outright ban — many of the legal hemp-derived products that Texans rely on for wellness and relief, including Delta-8 and Delta-9 THC.

At RESTART, we are deeply concerned about the impact this bill would have — not only on our Austin-based, family-run business, but on you, our loyal customers. This will impact over 8,000 small businesses across the state, over 50,000 people employed by those businesses and the millions of Texans who use THC for relief.

⚠️ What is SB3?

SB3 is a bill that proposes to ban most consumable hemp-derived products, allowing only those with zero or near-zero THC to remain on the market. The bill has already passed the Texas Senate and is now being reviewed by the House. Key provisions include:

• ❌ A ban on products containing Delta-8, Delta-9, and other cannabinoids (With the exception of only two cannabinoids Pure CBD with no THC and Pure CBG with no THC. This bill would also ban CBN, that many of you use for sleep as well as the other 120 cannabinoids naturally found in hemp.
• 💰 Excessive annual licensing fees ($10,000–$20,000) for manufacturers and retailers
• 🚫 New criminal penalties for possessing or selling federally legal hemp products.

If this bill becomes law, it would criminalize many of the very products that have become staples in our customers’ wellness routines and would devastate our ability to operate as a small, compliant business.

🧃 How This Affects RESTART CBD and Our Customers

Since 2018, RESTART CBD has been proudly offering safe, legal, lab-tested hemp-derived products in Texas. SB3 threatens to undo everything we’ve worked so hard to build. Here’s what’s at stake:

• 🚫 Loss of customer-favorite products like Delta-8 and compliant Delta-9 gummies, CBN products, vapes and more
• 😞 Reduced access to affordable alternatives to prescription medication and over-the-counter pain relief
• 🏬 Severe impact on small businesses, including layoffs, store closures, and economic loss
• ⚖️ A shift toward unregulated black markets where product safety cannot be guaranteed
